If not, then I would say that he is a psychiatrist (a medical doctor that deals with workings of the mind) who is used as a consult by the Gotham City Police Department. To be a psychiatrist, one needs a medical degree, and to also study psychology and sociology. However, to by a psychologist, you don't need the medical degree.
